Why have a city inspection? First of all, the City requires homeowners - by law, to have all jobs (that include equipment change-out) registered with the City and inspected. Secondly, it is a great idea for an outside source to thoroughly inspect all of the work to make sure everything was installed properly and is safe to use. It's like a quality check. Since most homeowners are not familiar with city and state building codes, the inspector makes sure the contractor installed everything correctly.
What does Consumer Reports have to say? Central air conditioning and heating systems are one of the few items Consumer Reports does NOT research. Since the MOST IMPORTANT FACTOR when installing a new system is choosing the RIGHT COMPANY, Consumer Reports would not be able to research each product fairly. All of their articles are based on customer surveys only. They remind us - "that an improper installation can make even the best system run poorly." And, "finding a trustworthy contractor to install and service an air-conditioning system matters the most."
Why phone quotes could cost more? Since a lot of homeowners are not sure which questions to ask when purchasing equipment, they simply base their decision on price alone. Once they have one price, it is fairly common for them to call around town and as for a "phone quote" for a certain brand and size. Even though it might seem like a smart way of shopping, consumers really don't know what they are purchasing. If the contractor has not seen the job, how does he know how difficult the installation will be? Without conducting a full evaluation of the home and the homeowner's requirements, how does he know what will be needed for the job? With phone quotes, both the homeowner and the contractor usually end up both losing. Also remember, for a homeowner to receive a lower price, something has to be sacrificed - the quality of the material, the quality of the workmanship or the company's profit. If a contractor cuts a few corners with the material or workmanship, the homeowner might catch the it immediately. But if the contractor cuts into profit, the homeowner might not notice until they find a dead phone number for the business. Profits are needed to train and maintain a professional staff and are a critical element to be able to offer service after the sale.
